The President of Ukraine Petro Poroshenko signed the law, that allows the National Television and Radio Broadcasting Council (National Council on TV) to fine TV channels regardless of whether the offender received the warning or not. This was reported on the site of the Parliament.
236 MPs voted for this bill in the second reading and in general on November 1.
According to this document, which amends the law "On Television and Radio", the National Council may decide to impose a fine, regardless of whether the warning sanction of the article has already been used of the violator or not. Only in case if the broadcasting organizations commit such violations as calls for forcible change of constitutional system of Ukraine, for war outbreak, aggressive actions or their propaganda and/or incitement of national, racial or religious enmity and hatred, propaganda of exclusivity, superiority or inferiority of people on the grounds of their religious beliefs, ideology, belonging to a particular nation or race, physical or economic status, social origin.
The law also introduces a clear procedure for determining the amount of fine for broadcasters and their application by the National Council on TV. Thus, the calculation of fines will be made according to the size of the license fee of the licensee, without accounting conditions (decrease / increase) that are in effect at the time of the National Council’s decision to impose a fine.
In addition, the law provides the opportunity to impose direct penalties for violations of the law in order to avoid negative consequences for society and the state.
Earlier it was reported that Poroshenko signed a decree on granting Israel humanitarian aid. Ukraine will help overcome the consequences of a large-scale fire in Haifa.
