According to correspondence of Putin’s adviser tells about Russia’s plans to destabilize situation in Ukraine this November and to cause early parliamentary elections and to fail European integration of the country.
The Russian Federations is preparing provocations aimed to cause early parliamentary elections in Ukraine. This was announced by the chief of the SBU national protection department Anatoliy Dublyk during the briefing of the Security Service of Ukraine.
SBU announced that they are having the documents, indicating of the existence of the plan to destabilize the situation in Ukraine in November. The plan is called Shatun. According to the Service, this information is affirmed by the correspondence of the adviser of the Russian President Vladislav Surkov. The operation includes mass protests all over Ukraine to discredit governmental authorities.
"Direct management and realization of the plan is performed by some Ardzimba, frist deputy (of Surkov, - ed.) known to both the SBU and the Foreign Intelligence Service. Armenian citizen Martirosyanis responsible for contacting Ukrainian political movements and separate public organizations, participating in the protests, at random basis and offering them money. The SBU spotted departures from Urkaine to Russia by the organizers of these protests in order to get financing and specific instructions and details of the Shatun plan,” announced Dublyk.
According to Dublyk, the plan aims at internal destabilization.
“Early parliamentary elections in our country to bring into power and strengthen Russian forces in order to review European vector of Ukraine and change it,” he said.
The start of the actions is planned to November 15 – the protest of bank depositors.
The plan is:

- November 17 – protests to shift their accents to raising of tariff rates.
- Protests are planned to turn into blockade of governmental institutions, expanding reclamations and requirements to the authorities
According to the special services, the social media campaign by Russian special services is underway on the territory of Ukraine.
“Russian scriptwriters plan civil disturbances during those protests, even certain injuries in clashed with police and law enforcement bodies. Their TV channels shall speak of Ukrainian authorities, unable to retain control both in the capital and other regions,” said the service.
