Ukrainian Parliament raised their concerns to the European Union regarding building up transit gas pipelines bypassing Ukraine. The respective draft decree was supported by 264 MPs.
In its address the Verkhovna Rada expresses deep concerns about build transit gas pipelines bypassing Ukraine. They consider that implementing of pipeline construction projects bypassing Ukraine and providing additional opportunities to the JSC Gazprom to increase the gas flow via existing pipelines goes against the strategy of the EU energy security. This EU energy security strategy lies in diversifying the sources and routs of energy supplies. If violated, the threat to Central and Eastern Europe energy security occurs. This may deprive the EU of actual competition and prevents from creating effective energy union in Europe and puts in jeopardy further exploitation of Ukrainian gas pipeline system for gas deliveries to Europe and the rout The Yamal–Europe natural gas pipeline via the territory of Poland. Thus emerging of liquid and interrelated gas market will be annihilated within the Energy Community, as well as the consolidation of gas markets of Central, Eastern and Southern Europe with the market of the Energy Community will be annihilated also. These actions is not in compliance with the targets and principles of the Energy Community, the requirements of the Third Energy Package.
With all the abovementioned in view, the Verkhovna Rada is calling the European Parliament, the European Commission, national parliament and the EU member states to support Ukraine on its path to energy reforms in accordance with its international commitments, harmonization of the Ukrainian legislation to the one of the EU and integration of Ukrainian energy markets into the market of the European Parliament.
