For the academic year 2014/2015 the legislation was already changed, and what is the most important, this rule concerns not only to locals, but even to foreign applicants, as reported by day.kiev.ua with the reference to The Times.
“Tuition fees are socially unjust,” said Dorothee Stapelfeldt, senator for science in Hamburg, which scrapped charges in 2012. “They particularly discourage young people who do not have a traditional academic family background from taking up studies. It is a core task of politics to ensure that young women and men can study with a high quality standard free of charge in Germany”, as reported by The Times.
Germany only requires knowledge of the German language and confirmation of living expenses coverage to become an applicant.
Earlier, an average semester fee was 500- 1,000 EUR, which was unbearable for many German families.
As for US and some European countries, this issue seems also to be urgent , as students have to cope with expensive long-term loans to afford the tuition.
