The decision to halt the cargo shipments from Ukraine to Donbas is a violation of Minsk agreements. Boris Gryzlov, the permanent representative of Russia in the Minsk trilateral contact group, said this on Wednesday.
‘The agreements approved in Minsk two years ago contained a clear plan aimed at the civilized regulation of the conflict’, he said.
He reiterated that the Minsk agreement contains Ukraine’s commitments, specifically the ones to restore management of the banking system in the war-torn areas. However, the Russian diplomat said, ‘instead of restoring it, as it is stated in Minsk agreements, the Ukrainian government has been destroying its own banking system. Besides, he added, President Petro Poroshenko’s statement about shutting down the transport connection with DPR and LPR ‘directly contravenes the Minsk agreements’.
Earlier today, the National Security and Defense Council supported the offer by President Poroshenko; thus, the authority ruled to shut down the entire cargo transport connection between Ukraine and specific areas of Donetsk and Luhansk regions that are currently held by pro-Russian militants. Head of the Council Olexandr Turchynov stressed that the ban will remain in place until the warring sides cease fire, withdraw weaponry, and the Russia-sponsored mercenaries return the captured Ukrainian enterprises under the jurisdiction of Ukraine.
