The identities of those who attacked people on November 30, 2013 are still not confirmed. Serhiy Horbatyuk, the Head of the Investigations Department of the Prosecutor General’s Office, said this during the interview with 112 Ukraine TV channel.

“It is currently hard to say who gave that order; only the court decision will clean up the air. Notices of suspicion were announced to ex-president, former head of the National Security and Defense Council   and his deputy, former interior minister, former chief of Kyiv police, commanders of Berkut riot police and the-then head of Kyiv city state administration. Bills of indictment against four Berkut commanders and the-then head of Kyiv city state administration were sent to the court. The perpetrators of the beatings are still not identified,’ Horbatyuk said.
