Levels of terrorist threat in various regions of Ukraine

The most dangerous areas are the regions bordering with the occupied Crimea and the ATO zone.

The classification of levels of the terrorist threat was developed by the Cabinet of Ministers. It is aimed to improve the methods of fighting terrorism.

Grey Level

(possible threat)

Grey Level declared in case of the factors enabling commission of a terrorist act. It doesn't stipulate for special response measures:  preventive work with the population shall be performed, information sharing, new methods of combating terrorism shall be studied and cooperation with international organizations shall be introduced.

Grey Level is now set in: Vinnytsia, Volyn, Zhytomyr, Ivano-Frankivsk, Kirovohrad, Lviv, Poltava and Ternopil regions.

Blue Level

(potential threat)

Blue Level is introduced in case there is information about the preparation of a terrorist act, which requires confirmation. In this case, the regional authorities of the SBU shall create lists of objects that may be at risk, search for potential terrorists, perform an additional instructing of law enforcement officers and employees of strategic facilities. Also, security measures in public places and on the objects of possible attacks shall be enhanced, exercises to respond to terrorist attacks shall be carried out.

Blue Level is set in Dnipropetrovsk, Zakarpattya, Rivne, Khmelnytsky, Cherkasy, Chernivtsi, Kyiv region and in the capital.

Yellow Level

(possible threat)

Yellow Level is declared in case of true (confirmed) information on preparations of terrorist attacks. Special services shall check hospitals and shelters, enforce access control on strategic sites, look for explosives and weapons there, organize rescue exercises, talk to people via Mass Media, how to act in case of a terrorist attack. Also the extraordinary meeting of the Interagency Coordinating Commission of the Antiterrorist Center shall be assembled.

Yellow Level is set in Zaporizhia, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson and Chernihiv regions.

Red Level

(real threat)

Red Level is introduced when a terrorist attack was committed. Preventive measures are no longer enough: it is necessary to minimize and eliminate the consequences of terrorist attacks, to evacuate people in case of threat to their lives, to protect their property. ATC shall develop a plan of anti-terrorist operations, report to the President and the Cabinet of Ministers.

Red Level is set only in the occupied Crimea, Donetsk and Luhansk regions.

The decision on the introduction, modification, cancellation of the level of the terrorist threat, its duration and area shall be taken by the Head of the Antiterrorist Center on the written permission of the head of the SBU.

He shall immediately report to the President of Ukraine about the decision taken.

The level of terrorist threat is canceled in case the attack is prevented, and there is no threat to life and health of the people.
