Ukraine’s Cabinet of Ministers intends to solve the issue of civil registration and issuing passports to the Ukrainian citizens who live in the temporarily occupied territories of Donetsk and Luhansk regions.

The respective norm is foreseen by the Action Plan approved by the Government.

In March 2016, Russia-sponsored rebels began to issue ‘passports’ of the self-styled Donetsk People’s Republic.
