This is primarily a strategic ‘rockade’: it is a military term adopted in Russia, that is, it is a road line running parallel to the front line, which allows you to quickly move armored units along the front line and maneuver them, because in Russia and in the Soviet system tank forces were usually moved by railways.
Therefore, Russia is the only country in the world that still has railway special forces, which in case of a global war must provide at least some kind of functioning of the railways, because without this it is almost impossible to maneuver. That is, first of all, the Russian Federation pursues military goals. As you know, the Baikal-Amur Railway built in Soviet times, is a strategic ‘rockade’, so now Russia wants another such a railway.
Several brigades took part in the construction, many people were there, they were building it for a long time, there are more than 120 km of two roads and two ways, 250 km in length if we will consider the road as one-tracked. So mostly it was built by the railway troops, but civilian railroad brigades also participated in this process. It has not yet been officially introduced for civilian purposes.
But the road can already be used for the military, the rails and the rails-sleepers are laid, it seems possible to use it now. And they tried very hard, because it's difficult to finish it by August. It was announced back in the New Year period that they would finish it earlier, for a year earlier than planned. They worked quickly, the first deputy defense minister, the army general visited the site of construction, presented awards, and now they fulfilled the task: it is ready in August.
Therefore, this military-strategic operation makes it possible to conduct a war with Ukraine much more effectively. Now Russia has another good opportunity for this.

It was announced about the plans to build the railroad to South of Russia that will not cross the border with Ukraine in March 2014. The cost of the building was esteemed in 750-999 million of dollars.
The Deputy of the Russian Minister of Defense Dmitry Bulgakov claimed in November 2016 that the building of the railway bypassing Ukraine is held ahead of schedule and it is planned to open it in the middle of August 2017.
