On Tuesday, Minister of Finance Natalia Yaresko has publicly expressed her readiness to form a technocratic government.
"I am ready to form a team that is able to work for the interest of the whole country and all the citizens, but not some political or business groups," the minister wrote on her page on a social network. Yaresko was already offered to head the government, instead of Arseniy Yatsenyuk, but she categorically refused such offers.
According to our sources in Parliament, in the last plenary week there was discussed the potential composition of the Cabinet if Yaresko becomes prime minister. As noted by our interlocutors, in the "Government of Yaresko" the current Minister of Economic Development and Trade Aivaras Abromavicius would stay in his chair, and also there would be more new foreigners. In particular they assumed that the foreigner would head the Ministry of Energy.
But current chair of Yaresko in case of her appointment as a prime minister could get ally of Poroshenko - Head of the Committee on Taxation and Customs Policy, Nina Yuzhanina.
In addition, if the current Minister of Finance is still head the government, then Ukraine will also have a finance bonus.
The United States promised in case of appointment of Natalia Yaresko as a Prime Minister to allocate Ukraine about $ 1 billion. "In addition, our country would receive two tranches of the IMF," says the unknown source in "Block of Poroshenko", recalling also that the IMF is ready to allocate credits "for Yaresko".
However, Yaresko insists on a significant reduction in the number of "decisionmakers" and does not want to be prime minister - the Queen of England. In addition, the Minister of Finance does not want to see in the new government the current Minister of Internal Affairs Arsen Avakov.
Representatives of the same legislative bodies are categorically against the "growth" of the Minister of Finance. Ukrainian oligarchs are also against her.
"The deputies did not want to vote for Yaresko. Even when pressure is applied through the business and makes it vote for the premiership, will it carry out the necessary decisions? Every time make a call to Washington?" - Asked one of the deputies of the "Block of Poroshenko."
In general, at the moment, despite the statements of the leader of the faction "Block of Poroshenko" Yuriy Lutsenko that the pro-presidential parliamentary faction would support the candidacy of Natalia Yaresko to the position of prime minister, her chances for the appointment are low.
Groisman returns to the Cabinet?
The second favorite in the fight for the premiership is called the current parliament speaker Volodymyr Groisman. One of the activities of the current head of the parliament has been called "Mr. future prime minister," to which the speaker replied, "I am the speaker of parliament yet."
Recall that the work of the government is not new to the ex-mayor of Vinnytsia. Before joining Parliament Groisman worked as Minister of Regional Development and Housing and Communal Services.
Now, however, the speaker has the ability to take a post, which is more important. Last week at a meeting of the Strategic Group of Seven, which includes in particular, the head of state and Yatsenyuk, it was agreed that the Prime Minister resigns, and on its place comes the current head of the parliament.
On a question on that, how will the West react, our interlocutors pointed out that "the EU does not care who will be prime minister, they insist on the soonest settlement of the political crisis in the country."
Teams of Poroshenko and Yatsenyuk have not been able to agree regarding the distribution of portfolios after the resignation of the head of government.
They were ready to agree to leave Minister of Internal Affairs Arsen Avakov and even the Minister of Justice Pavlo Petrenko in their posts, and appoint a new Minister of Education Lilia Hrynevych.
D-day of the Cabinet and the coalition
It was assumed that the official candidate for the new prime minister will be announced during the congress of "Petro Poroshenko Bloc" this week. However, the congress, which was originally scheduled for March 23 and later was moved to March 24, now will take place no earlier than March 25-26, respectively, and the expected voting for the resignation of the prime minister next week, is open to question.
"It is planned that the coalition will be created in the "Block Petro Poroshenko", "People's Front", "Fatherland" and the Radical Party. However, until the final agreements or the composition of the coalition, either in the Cabinet there.
