Finance Ministry urges to cut spending for membership in international organizations

The Financial Ministry also recommends to the main controllers of the state money to consider the tasks of the provision of the effective partaking in the activity of the international organizations

The Ministry of Finance of Ukraine urged to optimize, cut or postpone the payment of the contributions to the international organization where Ukraine is a member. It is stated at the letter of the Finance Ministry to the main controllers of the state money as Ukrainian News reported.

The Ministry of Finance reported that the spending blueprint should be proved upon each item by the computations and economic grounds. Also, it should meet the criteria of the hard mode of the economy of the budget money, regulation of financial commitments of the state and their coordination with real possibilities of the state budget. 

‘It is necessary to follow the requirements of the optimizations of the sums of the contributions or their postponement during the preparation of the information on the minimally essential needs in the money for execution of the financial commitments on payments of the contributions to the international organization where Ukraine is a member’, the letter stated. The Financial Ministry also recommends to the main controllers of the state money to consider the tasks of the provision of the effective partaking in the activity of the international organizations while the breakdown of the spending indexes.

The Ministry of Finance intends to set aside the spending for the payment of the contributions to the international organizations in the project of the state budget for 2018. They are made by the Ministry of Education and Science on the budget programs ‘Execution of commitments of Ukraine in international science technological cooperation sphere’ and ‘Execution of commitments of Ukraine in Framework program of European Union on research and innovation Horizon 2020’.

The extra spending will be provided for payment of the contribution in the amount of the 199.7 million of dollars for execution of the agreement with the European Union on atomic power on science and technological cooperation and education by European Atomic Energy Community.

Also, the Finance Ministry recommends to consider only the needs in spending of urgent nature and offers to minimize the spending for the leasing of the premises and housing services during the computations of the needs in money for the provision of the foreign diplomatic establishments of Ukraine.
