Disengaging forces in Donbas is a move towards security, which makes holding local elections possible. However, for that to happen, this security should be stable and long-lasting. Marie Yovanovitch, the U.S. ambassador to Ukraine, said this in the interview with Radio Liberty.
‘Our position is quite clear; first of all, you should provide security for the elections to be held. How would you do that without any security guarantees? As far as we’ve seen the ceasefire that should’ve been implemented over the last two years is not adhered to. The recent agreement about the ceasefire is ignored, too. That’s why it is essential that the security is stable,’ she said. ‘I know there is a lot of discussion going on about it in Ukraine; but if there’s a chance to withdraw forces, disengage them, there is less danger they will clash again. That is, the respective security conditions are crucial – for the local civilians and the entire political process,’ Yovanovitch said.
