According to the OSCE Special monitoring missions, the highest number of cases of ceasefire violations was recorded in the east of Ukraine in recent weeks. This was stated by the United States Ambassador for the Organization for Security and Co-operation in Europe, Daniel Baer, speaking at the OSCE Permanent Council, "Ukrinform" agency reports.

"The situation in the eastern part of Ukraine continues to deteriorate. Thus, in mid-November, a violation of the ceasefire reached its highest level since the establishment of the Special Monitoring Mission (SMM) in 2014,” Baer said.

Moreover, SMM recorded the highest number of violations in history with the use of heavy weapons, including rocket launchers, he emphasized.

The US representative said that combined-Russian separatist forces continue to bear primary responsibility for these violations. In this regard, he urged the parties to fully implement Minsk agreements, "including to maintain the ceasefire, the withdrawal of prohibited weapons, achieving progress in disengagement, as well as providing SMM full and unimpeded access to all parts of Ukraine, especially in the territories, controlled by joint Russian-separatist forces”.

The American diplomat also drew attention to the increase in cases of intimidation of international observers from the pro-Russian forces. Nine cases were recorded only for the past two months, and in all cases they remained unpunished.

"This is unacceptable, and separatists, supported by Russia, must accept the responsibility for their behavior and prohibit intimidation and threats in observers’ address,” Baer said.

On behalf of the United States, Bayer has once again urged the parties to the conflict to withdraw forces from civilian areas and at the same time thanked the Ukrainian side for its declared willingness to undertake this step.
