After the signing of the framework agreement on the withdrawal of troops in the Donbas region the parties to the conflict have demonstrated a serious attitude to fulfill their obligations, but now the process has stopped. This was stated by First Deputy Chairman of the OSCE SMM in Ukraine Alexander Hug during the briefing, which was broadcast by 112 Ukraine TV Channel.
"Given the recent data on violence, we still observe the dependence: where the parties are located close to each other, inevitably occurred violence. On September 21, when the parties signed a framework agreement, I thought that they understood this. I still think that they understand it... The parties clearly demonstrated their serious approach to the disarmament and have also demonstrated that the control and management mechanisms work. We have seen this in the beginning of the new school year – all weapons were silent at least for one night. The troops along the whole contact line did exactly what they were ordered to do – nothing. A month after the signing of the framework decision the process has stopped", he said.
Hug said the OSCE SMM observers have seen "the real efforts of the parties in the withdrawal of forces, in particular they saw dismantled position in Zolote and Pervomayske, as the officers packed and exported their equipment", but they can not confirm that the process has been completed.
"The OSCE SMM was not able to carry out the verification of the withdrawal of troops. The parties agreed that they will provide access to the SMM, but actually the mission was restricted in actions. The parties’ refusal to fulfill their obligations for the removal of mines in these areas makes it impossible to SMM to get access", he explained.
