Kuchma: Russia and pro-Kremlin militants ‘put cart before horse’

Peace negotiations in Minsk get more complicated because sides insist on different things, Ukraine’s representative in Minsk Group says

“There’s a saying about someone putting the cart before the horse. Most unfortunately, Russia and its sidekicks in Donbas got too attached to it. We constantly say that first and the most essential provisions of Minsk agreements should be fulfilled. I mean, the peace and the ceasefire in Donbas. And they keep reminding us about the law on local elections in Donbas, about submitting changes to the Constitution of Ukraine; and as for the rest of provisions – they just forget them”, Kuchma said to Interfax-Ukraine.

According to him, bringing peace to the region and full ceasefire are key issues discussed at the negotiations.
