The Assembly persistently urges militant groups that control the occupied areas of Donetsk and Luhansk regions to release all those held captive. PACE also insisted that militants cooperate with the Ukrainian side in terms of coordination of efforts to as to exchange the hostages in “all on all” format.

The resolution also states that pro-Russian mercenaries of so-called “Donetsk People’s Republic” and “Luhansk People’s Republic” should stop breaching human rights – specifically, kidnappings, tortures and politically motivated murders of Ukrainian citizens, and allow members of international humanitarian missions to visit the illegally detained persons.
