Court allowed investigation in absentia against "ex-People's Governor" Gubarev

Gubarev was declared wanted since May 2014, he is suspected in a number of crimes

Shevchenkivskyi district court of Kyiv approved special pre-trial investigation in criminal proceeding against Pavel Gubarev, the former "leader of the Donbas People's Militia" and "People's Governor of Donetsk People's Republic". This was reported by the press service of the Ukrainian Prosecutor’s Office.

"It was established that Ukrainian citizen Pavel Gubarev, being in Donetsk city, in the period of February-March 2014 became a part of criminal conspiracy along with other people in order to overthrow the constitutional order and change the Ukrainian territory border, sized the buildings of government bodies and local administration during riot, which was accompanied by resistance against the representatives of law enforcement bodies," the message reads.

The Prosecutor General’s Office informs that such actions paralyzed the work of public authorities and governance on this territory, which made the restoration of law impossible and resulted in the creating of "DPR" terrorist organization in Donetsk region.

It is noteworthy that "ex-People's Governor of Donetsk region" is suspected in committing crimes regarding public appeals to change and overthrow the constitutional order and usurp state power, intentional acts to alter territory borders and state border of Ukraine, forming and controlling terrorist organization as well as organization of riots, according to the Criminal Code of Ukraine.

Gubarev was earlier declared wanted in May 2014, the intelligence also claimed that he was appointed as mayor of occupied Yasynuvata.
