In early October, the ICRC decided to pay bills for October and November, so that people were not left without water, at the same time, Kyiv and representatives of the "republics" had time to negotiate and resolve the issue.

On December 1, the ICRC will not pay for electricity, and 600 thousand residents on both sides of the collision risk being cut off from the water supply.
